BENAZIR KAFAALAT PROGRAMME 2023. The Unconditional Cash Transfers (UCT) program also known as “Benazir Kafaalat Programme” is the core program of BISP. It was initiated in the year 2008. Since its inception, the UCT/ Kafaalat initiative has grown to the extent that it is now the largest single cash transfer program in Pakistan’s history. Ehsaas Program 8123.

The short-term objective of the program was to cushion against the negative effects of slow economic growth, food crisis, and inflation on the poor, particularly women, through the provision of cash assistance to eligible families.

BENAZIR KAFAALAT PROGRAMME

The long-term objectives of the program were to eradicate extreme and chronic poverty, along with women empowerment, as set out in the Sustainable Development Goals (SDGs). BISP is currently providing cash assistance to around 9 million families under the Benazir Kafaalat program.

Starting from Rs. 3,000/-per beneficiary per quarter, the present Benazir Kafaalat stipend is Rs. 8,500/- per beneficiary per quarter.

ELIGIBILITY CRITERIA FOR THE BENAZIR KAFAALAT PROGRAMME

Beneficiaries of the “Benazir Kafaalat Programme” are identified/selected through the scientific mode of Proxy Means Test (PMT) through the National Socio-Economic Registry (NSER) survey. The welfare status of a household is determined on a scale between 0-100 of the PMT. The PMT cut-off score for eligibility is decided by the BISP Board on the basis of available fiscal space.

All families falling within the approved PMT cut-off score are being provided cash assistance under the Benazir Kafaalat Programme. The current PMT cut-off score of 32 was approved by the BISP Board in its 52nd meeting held on 23rd September 2021.

However, for families with a differently abled person, the PMT cut-off score is set at 37 for eligibility.

INCLUSION OF TRANSGENDER IN THE BENAZIR KAFAALAT PROGRAMME

BISP’s Board has recently approved a Policy for the inclusion of transgenders for cash assistance under the Benazir Kafaalat Programme. Transgenders are required to obtain CNICs from NADRA clearly mentioning their gender as transgender. Ehsaas Program 8123.

The survey is mandatory at Benazir Registration Centers established in every BISP Tehsil Office. However, PMT cut-off restrictions are relaxed i.e. all transgenders whose survey is conducted successfully, are eligible to apply for inclusion in the program. After validation/verification of data by NADRA, transgenders are declared as beneficiaries and they can start receiving cash assistance through BISP’s partner banks.

Benazir Kafaalat cash assistance is disbursed to the eligible beneficiaries after the Biometric Verification System (BVS) through two partner banks namely HBL in Punjab, Sindh, and Baluchistan and Bank Alfalah in KP, GB, and AJK. Ehsaas Program 8123.

NEXT OF KIN POLICY

In order to continue financial assistance support to the family of deceased beneficiaries, BISP has Next of Kin policy in place. Under this policy, the legal heirs of the deceased beneficiary family can become beneficiaries of the program through a well-devised appeal mechanism.

In case of the death of a beneficiary, her family is required to submit necessary documents (CNIC of the deceased, CNIC cancellation certificate from NADRA, death certificate from union council, and CNIC of family members) in the nearest BISP Tehsil Office. After processing, the next-of-kin family members as defined under BISP policy starts receiving payments.

GRIEVANCE REDRESSAL MECHANISM

An active Grievance Redressal Mechanism is in place to tackle various types of complaints and their timely resolution. The Grievance Redressal Mechanism is integrated with partner banks for quick tracking and resolution of complaints. To lodge complaints, beneficiaries can visit the nearest Tehsil office of BISP or call BISP HQs, Islamabad toll-free helpline (0800-26477). Ehsaas Program 8123.

Besides its regular Programme, BISP also caters to disbursements of emergency programs, under shock response initiatives. Some of the emergency programs implemented by BISP are;

BISP is also working on some new initiatives/programs to further the impact of cash assistance on the poor and the vulnerable. These initiatives/programs include:
